In 2021, the Shenzhen Municipal Government issued a notice from the Shenzhen Municipal Bureau of Human Resources and Social Security on printing and distributing the Implementation Opinions on Promoting the High-Quality Development of Hong Kong and Macao Youth Innovation and Entrepreneurship Bases. The notice called for giving full play to the exemplary and leading role of the Qianhai Hong Kong and Macao Youth Innovation and Entrepreneurship Base, taking the lead in exploring cooperation models and institutional mechanism reforms and innovations, and enhancing the level of Shenzhen-Hong Kong-Macao innovation and entrepreneurship cooperation in a holistic manner.
Based on existing innovation and entrepreneurship carriers (hereinafter referred to as "various innovation and entrepreneurship carriers") such as innovation and entrepreneurship demonstration bases, science and technology business incubators, maker spaces, business incubation bases, and small and micro enterprise innovation and entrepreneurship demonstration bases, the city aims to develop 10 municipal-level Hong Kong and Macao youth innovation and entrepreneurship bases (hereinafter referred to as "municipal-level bases") with distinct characteristics, tailored to the functional positioning and resource advantages of each district. By 2023, the municipal-level bases will further exert their radiation and driving effects, and a "1+10+N" spatial layout led by the Qianhai Hong Kong and Macao Youth Innovation and Entrepreneurship Base will be basically formed. Taking the construction of municipal-level bases as a key focus, Shenzhen will build a platform and ladder for Hong Kong and Macao youth to develop in the city, promoting extensive exchanges, comprehensive interaction, and deep integration among young people in Shenzhen, Hong Kong, and Macao.
Since its establishment in 2018, the Maker Center of The Chinese University of Hong Kong, Shenzhen Research Institute has attracted 85 start-up companies, many of which were founded by CUHK students. Start-ups are offered office rent at approximately one-third of the market rate, along with a 2–3 year grace period to support their growth.
Gartec Safety Technology (Shenzhen) Co., Ltd. (Gartec) is one of the many start-ups incubated at the CUHK Shenzhen Research Institute. On November 3, a journalist from Master Insight interviewed Lin Peidong, Founder of Gartec. He stated that the CUHK Shenzhen Research Institute provided invaluable entrepreneurial guidance, while the relatively low operating costs made it easier for start-ups to thrive here. Developing smart fire safety products requires engineers from diverse technical backgrounds, and Shenzhen offers a talent-rich environment for recruiting professionals. Furthermore, the smart fire safety platform boasts cost advantages over traditional fire safety facilities. With the widespread use of liquefied petroleum gas and natural gas, greater attention must be paid to residential safety.
Aligned with national policies and support for Hong Kong youth entrepreneurship, Gartec will leverage available resources to develop fire safety products better suited for Chinese users, contributing back to society and safeguarding people’s well-being.
