The circular mentioned that we should give full play to the demonstration and leading role of Qianhai Hong Kong and Macao Youth innovation and entrepreneurship Base, take the lead in exploring the reform and innovation of cooperation models and institutional mechanisms, and enhance the level of innovation and entrepreneurship cooperation between Shenzhen and Hong Kong and Macao with different aspects. Relying on the existing innovation and entrepreneurship demonstration bases, science and technology business incubators, mass innovation Spaces, entrepreneurship incubation bases, small and micro enterprise innovation and entrepreneurship demonstration bases and other innovation and entrepreneurship carriers (hereinafter referred to as various innovation and entrepreneurship carriers), based on the functional positioning of each district and regional resource advantages, to create 10 municipal Hong Kong and Macao youth innovation and entrepreneurship bases with their own characteristics (hereinafter referred to as municipal bases).
